LLAP IO: enable SMB join in elevator after the former is fixed

    Description

      We currently skip the IO elevator when we encounter an SMB join (see HIVE-16761). However, it might work with elevator with the code commented out in HIVE-16761. Need to look again after HIVE-16965 is fixed.
