LLAP Workdirs need to default to YARN local

    Description

         LLAP_DAEMON_WORK_DIRS("hive.llap.daemon.work.dirs", ""

      is a bad default & fails at startup if not overridden.

      A better default would be to fall back onto YARN local dirs if this is not configured.
