[HIVE-1223] support partitioning for non-native tables

Description

The exact requirements remain to be determined here, since there are a lot of possibilities for what this could mean. Using HBase as an example, one possibility would be physical partitions such as creating one HBase table per partition, whereas another would be virtual partitions such as one partition per timestamp (e.g. to provide snapshot semantics).
