[HIVE-10517] HCatPartition should not be created with "" as location in tests

Description

Tests in TestHCatClient and TestCommands wind up instantiating HCatPartition with a dummy empty String as location. This causes test failures when run against an existing metastore, as introduced by HIVE-10074.

We need to instantiate actual values instead of dummy "" strings.
