[HIVE-10318] The HMS upgrade test does not test patches that affect the upgrade test scripts

Description

When doing a change on the HMS upgrade scripts, such as adding a new DB server, then the HMS upgrade test does not test this change. In order to make it work, this patch needs to be committed to trunk.

This is not desired, as we need to test the upgrade change first before doing the commit.
