[HDFS-8373] Ec files can't be deleted into Trash because of that Trash isn't EC zone.

Description

When EC files were deleted, they would be moved into Trash directory. But, EC files can only be placed under EC zone. So, EC files which have been deleted can not be moved to Trash directory.

Problem could be solved by creating a EC zone(floder) inside Trash to contain deleted EC files.
