Description

As proposed by jingzhao, szetszwo and discussed with zhz in HDFS-7729, it would be great to refactor DFSOutputStream first and separate DataStreamer out of it, before we enhance it to support the stripping layout. umamaheswararao suggested we have this issue to handle the refactoring. Thanks.
