[HDFS-7465] Html view for nntop: top users of name node

Description

nntop (HDFS-6982) maintains the list of top users of the name node and export the list via jmx. An external monitoring tool can then draw graphs of the top users using jmx interface. For small-scale deployments that are not yet equipped with an external monitoring tool, however, it would be useful to show the list of recent top users using a html view. The html page lists the top users of each name node command in the past 1, 5, 25 minutes (configurable).
