Fix TestRollingUpgrade

    Description

      TestRollingUpgrade fails when restarting the NN because OP_ROLLING_UPGRADE_START and OP_ROLLING_UPGRADE_FINALIZE are not expected.

      The fix is to start/finalize rolling upgrade when the corresponding edit log op is seen.
