TestBackupNode is currently flaky and shouldn't be in commit test

    Description

      As documented in HDFS-192 TestBackupNode is currently failing regularly and is impacting our continuous integration tests. Although it has good code coverage value, perhaps it should be removed from the suite until its reliability can be improved?
