[HDFS-4854] Fix the broken images in the Federation documentation page

Description

Currently, there are two broken images in the Federation documentation http://hadoop.apache.org/docs/current/hadoop-project-dist/hadoop-hdfs/Federation.html.

federation.gif and federation-background.gif are inside hadoop-yarn-project site resources, but Federation.apt.vm has moved to hadoop-hdfs-project.

We should move these two .gifs back to hadoop-hdfs-project and fix the image links in Federation.apt.vm.
