Description

Test fails on Windows with the below exception:

testFormatShouldBeIgnoredForNonFileBasedDirs(org.apache.hadoop.hdfs.server.namenode.TestAllowFormat)  Time elapsed: 49 sec  <<< ERROR!
java.io.IOException: No image directories available!
