Reduce time taken to run TestUnderReplicatedBlocks

    Description

      TestUnderReplicatedBlocks (introduced in HADOOP-4598) takes around 10 minutes to run, which seems excessive. Can we write a test for this behaviour which runs in significantly less time (e.g. less than a minute)?
