[HDFS-3260] TestDatanodeRegistration should set minimum DN version in addition to minimum NN version

Description

This test doesn't actually fail on trunk, but it does fail on branch-2 because of the static version number of branch-2. Regardless, this patch should be committed to both trunk and branch-2 so that if/when trunk changes version numbers things still work as expected.
