[HDFS-16028] Add a configuration item for special trash dir

Description

In some situation, We don't want to put trash in homedir. like:

1. Immediately reduce the quota occupation of the home directory
2. In RBF:  We want to make the directory mounting strategy of trash different from the home directory and we don't want mount it per user

This patch add the option "fs.trash.dir" to special the trash dir( ${fs.trash.dir}/$USER/.Trash)
