[HDFS-15849] ExpiredHeartbeats metric should be of Type.COUNTER

Description

Currently ExpiredHeartbeats metric has default type, which makes it Type.GAUGE. It should be Type.COUNTER for proper graphing. See discussion in HDFS-15808.
