[HDFS-15040] RBF: Secured Router should not run when SecretManager is not running

Description

We have faced an issue that router is running while SecretManager is not running. HDFS-14835 is a similar fix which checks whether SecreatManager is null or not. But it didn't cover this case. So we also need to check the running status.
