Enable Dynamometer to use the local build of Hadoop by default

    Description

      Currently, by default, Dynamometer will download a Hadoop tarball from the internet to use as the Hadoop version-under-test. Since it is bundled inside of Hadoop now, it would make more sense for it to use the current version of Hadoop by default.
