RBF: Router WebUI cannot display capacity and DN exactly when nameservice all in Federation Cluster

    Description

      Now the FederationMetrics aggregate the capacity and dn from different nameservice. But it is not correct to aggregate when all the nameservice from the same Federation Cluster. We should only display one nameservice information.
