[HDFS-13343] Ozone: Provide docker based acceptance testing on pseudo cluster

Description

As a complement of exisiting MiniOzoneCluster based intergration test we need to test somehow the final artifacts.

I propose to create an additional maven project which could contain simple test scenarios to start/stop cluster, use cli, etc.

This could be done with the declarative approach of robot framework. It could be integrated to maven and could start and stop docker based pesudo clusters similar to the existing dev docker-compose approach.
