    Description

      Given the pretty significant performance implications of HDFS-9259 (see discussion in HDFS-10326) when doing transfers across high latency links, it would be helpful to have this configurability exist in the 2.7 series.

      Opening a new JIRA since the original HDFS-9259 has been closed for a while and there are conflicts due to a few classes moving.
