During HDFS-12477 cheersyang suggested to improve the formatting of the rpcmetrics in the KSM/SMC web ui:

One more thing, it seems we have too much accuracy here

RpcProcessingTime 3000000 6.540302333333333

maybe 0.167 and 6.540 is enough? And what is the unit of the average time, can we add the unit in the header column?
