Description

This collects a bunch of issues that were identified in testing and fixes all of them since most of them are one line fixes in diskbalancer command shell.

• Fix bugs in Precondition checks
• Use NodePlan.Parse instead of readPlan(), remove readPlan, GetPlan
• Print out information when a plan is not generated.
• Format plan command output to console.
