[HDDS-8820] Compatibility test fails due to Jacoco not being available

Description

HDDS-8768 added compatibility test for 1.3.0 using docker image with released bits. This is failing because Jacoco is not present in these images:

Error opening zip file or JAR manifest missing : share/coverage/jacoco-agent.jar
Error occurred during initialization of VM
agent library failed to init: instrument

Missed because coverage data is collected only for push builds in apache/ozone, not in forks, nor for PRs.
