[HDDS-8424] Legacy buckets should return 404 for getKeyInfo

Description

Historically legacy buckets would return 404 for directory objects created if enable filesystem paths option was set. Code change part of https://issues.apache.org/jira/browse/HDDS-7419 allowed for directory objects to be read by S3 HEAD API which leads to s3a connector use cases to break.
