Description

2 scenario where while calculating bucket quota usages, it gets all bucket for the volume,

1. Set / update volume quota: it checks for bucket quota reserved or used overall for all buckets
2. quota verification for key/file operation, for case when bucket quota not set, but volume quota is set, here verifying total usages should not cross volume quota.
