Update default config values for container scanners

    Description

      • checksum verification on write: On by default
        • Ensures corrupted data is not reported as committed to the client.
      • container scanners: On by default
      • metadata scanner frequency: 1 week (currently 3 hours)
      • data scanner allowed read bandwidth: 5mb/s (currently 1 mb/s)
        • 1mb/s allows scanning a 10TB volume in 115 days.
        • 5mb/s allows scanning a 10TB volume in 23 days.
