Description

This ticket is for creating the interface between SCM and DN. The new interfaces are as follows:

• SCM -> DN
  • SCM send DiskBalancerCommand to datanodes to control/update diskBalancer
• DN -> SCM
  • DN report DiskBalancerReport to SCM via heartbeat
