Description

In this comment , we discussed about cleaning the Recovering containers on coordinator crash scenarios. 

This Jira is to handle the scrubbing of such failed containers. By default we can have some threshold time of 20mins? If a container created 20mins ago but still in recovering state, then this service will just delete them.
