[Multi-Tenant] Work around Ranger client not supporting service version call

    Description

      To detect changes during the Ranger background sync, we will need to retrieve Ranger's service version for Ozone. The Ranger client currently does not yet support this, so we must manually call the REST endpoint with proper security setup for now.
