Description

Currently, for Ratis containers a ContainerReplicaCounts object is used to calculate whether a container is over or under replicated, taking into account decommissioning, maintenance mode and inflight replicas.

We need a new version of this class to do something similar for EC, but it will need to return specific replicas with issues, rather than a simple delta which is returned by Ratis Containers.
