[HDDS-6635] ReportSubCommand should provide a JSON output option

Description

Current the ReportSubCommand provides a summary of the last replicationManager run on the client, but it does not provide a JSON output option. We should allow for JSON output to ensure compatibility and so the output can be consumer programmatically.
