OmMetadataManagerImpl#isBucketEmpty does not work on FSO buckets

    Description

      OmMetadataManagerImpl#isBucketEmpty only checks the key table. This means it is possible to delete an FSO bucket which still has data, orphaning the remaining data on the OM.
