Add option to remove SCM from Ratis Ring

    Description

      Once SCM HA is enabled and Ratis Ring is configured there is no way to remove a SCM node from the Ratis Ring even if the node is down (has some hardware issue), we need an option to remove a SCM node from Ratis Ring so that we can later add a new node.
