Description
in our production , we found the statemachine of om is closed by ratis(statemachine.close() is called by statemachineUpdater), but om is still alive , which can only provide web UI service. this jira shuts om down when its statemachine is closed，so that the administrator of the ozone cluster can detect this situation in time
