Major Description
When an OM is bootstrapping, it checks that existing OMs have its correct nodeId, rpc address and port. It would be good if the checks extended to other configurable ports also - ratis and http(s) ports.
Also, the bootstrapping OM should verify its own config that it has information about all existing OMs.
