[HDDS-5810] Increase DN cache size to work around HDDS-5756

Description

HDDS-5756 identifies an internal RocksDB error that can cause it to crash on the datanode. Since the issue has not been fixed at the time of this release, we will increase the size of the datanode DB handle cache on the release branch (but not in master) to mitigate the issue for this release.
