[HDDS-5741] EC: Remove hard coded chunksize and get from from ReplicationConfig

Description

The EC Chunksize is currently hard coded in ECBlockInputStream until the change with the RepConfig codec is done. When it is committed, this change should remove the hardcoded value and use that stored in the codec instead.
