Description

Pre-kerberization, Ozone SCM is configured in HA with 3 node. After enabling Kerberos, only the primordial SCM is able to start up, the other 2 SCM will fail to start with this error:

java.lang.IllegalStateException: INTERMEDIARY_CA Should not be in Initialize State during startup.

HDDS-5273 fixed only for primordial SCM or single node SCM, so only primordial SCM is up and bootstrapped SCM's are down.
