EC: Create a new as many racks as possible placement policy for EC

    Description

      One strategy for EC is to spread its replicas across as many racks as possible in the cluster to allow for multiple racks going down without affecting availability. This Jira is to implement an "As Many Racks As Possible" placement policy. While it is intended for EC, it could also be used by Ratis containers.
