Description

Currently balancer is running as a service inside SCM. The Jira aims to make sure that in HA setting balancer runs only in leader node.

For balancer there can be a case where a container is replicated from dn3 to dn4. In case of leader reelection delete command for container is sent to dn3 by old leader. It should be made sure that new leader does not delete another replica for the container.
