Description

hadoop-ozone/dev-support/docker/Dockerfile was not updated since before repo split from Hadoop. At least the following problems should be fixed:

• clones the wrong repository
• unnecessarily installs protobuf
• installs findbugs instead of spotbugs
• tries to install Ant version no longer available on mirrors
