Description

min/max election timeout of SCMRatisServer is not properly set.

Previously, it is [ratisRequestTimeout - 1s, ratisRequestTimeout + 1s]

It should be  [ratisLeaderElectionTimeout, ratisLeaderElectionTimeout + 0.2s]
