Description

hadoop-ozone/docs contains some documentation but it covers only a limit set of ozone features.

I imported the documentation from HDFS-12664 (which was written by anu) and updated the files according to the latest changes.

Also adjusted the structure of the documentation site (with using sub menus), started to use syntax highlighting.

I also modified the dist script to include the docs file in the root folder of the distribution.
