Description

HDDS-2939 makes fundamental changes to how OM writes & reads its metadata. Since this is about as big a layout change as can be, we have to make sure this is properly managed through the upgrade flow. In addition to upgrades, we should support downgrades from pre-finalized state of OM.

Individual Work Items

• An un-finalized OM cannot allow a client to create FSO based buckets.
• Default layout is O_S / LEGACY_FS in un-finalized & FSO post finalization)
• An explicit request to crate FSO bucket pre-finalization should fail.
• Add acceptance or integration test to capture the above.
