Volume quota is not enforced

    Description

      As pic show below, even though I have set quota for volume, a big file which exceed the quota can still be uploaded.

       

      1. Create volume with quota.

       

      2. create bucket1 under volume  and upload a 12MB file.

      ozone sh bucket create /vo1/bucket1
