    Description

      generate non-recurring//unique object id when creating a directory or a file.
      manage persistence for the id generator, so that OM reboot/crash recovery is handled.

      this object id will be used as the unique id for each prefix/directory stored in the directory table. the structure and requirement for the directory table is discussed in the design doc attached to HDDS-2939. the directory table will get added in a separate sub-task.
