Enable OM Ratis by default

    Description

      Most of HA and non-HA code path in OM has been merged (HDDS-1993 and other Jiras). Enabling OM Ratis by default will ensure that we use 1-node Ratis server for non-HA OM also.

      Before enabling, we should test and post performance statistics for ratis and non-ratis (current default) OM.
