Description

GAdd the standard server side code for command handling.

The components should to be updated including
OzoneManager
-> KeyManager / KeyManagerImpl
-> OMMetadataManager / OmMetadataManagerImpl

 The PR on this issue also added OMTrashRecoverRequest for handling request with OMHA.
