Handle Volume in inconsistent state

    Description

      During startup, a volume can be in an inconsistent state if 

      1. Volume Root path is a file and not a directory
      2. Volume Root is non empty but VERSION file does not exist

      If a volume is detected to be in an inconsistent state, we should skip loading it during startup.
